The faction structure in one answer

Cai leads Ribeira Winds, Dietrich is associated with House Lamine, Theodora leads Megaira’s Beacon, and Leda leads Rose Tempest. Eshmel and Fortuna form the future-facing Savior’s Army.

These names are best understood as announced party or allegiance labels, not necessarily permanent political factions. The Heroic Games create temporary opponents, while war and time travel can reposition the same characters.
